Support Student Success with Federal Relief

The Coronavirus Aid, Relief, and Economic Security Act (CARES Act) was enacted in March of 2020 as a response to the COVID-19 pandemic and included over $30 billion in funding for elementary, secondary, and higher education.

The Coronavirus Response & Relief Supplemental Appropriations Act (CRRSAA) was enacted in December of 2020 and included over $81 billion in funding for elementary, secondary, and higher education.

An update to CRRSAA made an additional $21 billion available to higher education institutions as of January 2021.

The American Rescue Plan Act of 2021 was signed into law on March 11, 2021. The law includes allocations of roughly $125B for the K-12 education system and nearly $40B for the higher education system.

How can federal funds be used?

Institutional portions of the Higher Education Emergency Relief Funds (HEERF I, II, and III), the Elementary and Secondary School Emergency Relief (ESSER I, II, III), and the Governor’s Emergency Education Relief (GEER I, II) can be used to support distance education and promote long-term improvements in technology infrastructure.

around the resilience, creativity, and ability to innovate demonstrated by schools in the face of the pandemic. Their story noted modern schools are more than education, they are a source of food, socialization, care, technology, and essential services that support our communities and prepare the next generation.

Local education departments, schools, and institutions should consider using funds to continue that mission with financial aid support; access to continued learning and student services without disruption regardless of the learning environment; providing support for student and staff health, mental, and social needs; and investing in technologies that will continue to provide benefits post-pandemic for both in-person and hybrid education.

With the challenging climate, student mental health is a growing concern. 58 percent of college students surveyed said they were “moderately,” “very” or “extremely” worried about their own mental health.
